Preparations for CTAN upload

• Add script for CTAN archive
• Add copyright statement and version numbers to .cbx and .bbx file

PLEASE NOTE: README.md should contain versioning and license information as well

Thanks for doing this all those years ago. I'm happily closing this as essentially done since biblatex-unified is now on CTAN.
