Which license is ARC2 using?

I would like to clarify the license information of ARC2. There are contrary information about the license, i've found:

• W3C license (e.g. in the composer.json and README.md)
• GPL license (e.g. in the file headers @license W3C Software License and GPL)

So is it single or dual licensed?

Regarding the W3C license, is it this one: https://www.w3.org/Consortium/Legal/2015/copyright-software-and-document ?

In the wiki, i have found:

ARC2 is available under 2 licenses: The W3C Software License or the GPL.

• GPL: http://www.gnu.org/copyleft/gpl.html

I will add a LICENSE file, containing the text of both licenses.

If i understand the W3C Software License correctly, its like the MIT licence and basically requiring only:

• attribution
• list changes, if made

I started with W3C-only, but GPL was a community request. Someone created linux packages from it, IIRC.
