ENHANCEMENTS:

1. Added ubxtypes_decodes.py containing a series of reference lookup dictionaries for various UBX attributes.

FIXES:

1. Fix MON-RF payload definition https://github.com/semuconsulting/pyubx2/issues/122. Thanks to @dcrowe for contribution.

If you're adding new UBX message definitions for Generation 9+ devices, please check for any corresponding configuration database updates (ubxtypes_configdb.py).
