What should gas price of Vote/Unvote be versus transfer? #101

Should votes be more or less expensive than a transfer?

Should unvote be more expensive than vote?

Transfers cost 21000 gas. Soliciting proposals for Vote/Unvote gas prices.

Our goal is to add vote/unvote compiled contracts to semux so contracts can call them, expanding capabilities
