FATAL error #36

I want to process a very large TEXT file , but it provide the FATAL error 
(failed to allocated 36 byte)..
I set THE memory_limit to 4000M but it did not change
why there is No PHP.INI in your package

The memory_limit must be set in the "php.ini" file that resides in the
"php/" directory in PHP Desktop. If you need help regarding this matter
create an appropriate topic on the PHP Desktop Forum.
