Removed language from navigation header
Removed related CSS
Updated CSS to better align with the appearance of the main navigation

Navigation is still a bit wonky and mismatched as compared to main website, but the transition is less noticeably jumpy

@jacoblb64 - Oops, sorry I didn't realize there was an error message that wasn't the usual review required/merging blocked. Checks should be passing now on this change.
