Finalized CSV Data + Minor Update to DBInit Script #127

Changes to Data:

Professors have realistic preferences, and enough willingness values for their teachingObligations
Static courses now all have accurate, historical professors assigned to each Section
ECE310 had to have many extra profs 'want' to teach that course, to successfully execute Company1's schedule algorithms

Changes to Init Script:

Preferences.is_submitted and AppUser.is_form_submitted both default to True, on database population
