Revise Create/Update section form

• [x] Remove unnecessary fields (Academic Year, Used, Day10Used, Status)
• [x] Relabel some fields (Instructional Method -> Delivery Method; SemesterLength -> Course Length; Local Max -> ?? Global Max -> ??)
• [ ] Consider allowing multiple inputs for some additional fields (faculty hours, for example)
• [x] Make title entry box twice as wide as the others to we can see more of the title
• [ ] Reformat so entire entry form fits without scrolling

Other items might be added based on conversations with the registrar's office.

We've made some good progress here, but I'm leaving it open since a couple items haven't been addressed.
