Flag multiple sections with the same course/section/term combo as a conflict #282

There may be some use cases for this, but often this will be due to user error, I think. If there are, for example, two sections of Math 171-A in the Fall, most likely I need to change the letter for one of them.

Can we add this to our constraint checks?
