Libpitt/34 cedar support #35

Change log:

  1. Update Sample schemas links to point to CEDAR docs
  2. Update old links as legacy
  3. Add "hand holding" link to Ingest Validation Tools & Upload Guidelines page for ease of user navigation
  4. Add some styles to support update guidelines-page schemas-page

@libpitt I think we might want to put the legacy links on a new line. Its not immediately clear that those are links so I thought that clicking on Sample - Block would take me to the old spec

Sure thing. How about this @maxsibilla ? Didn't think a floating word would do well, so added more padding with some more words. Let me know the wording that's good for you.
