Create a github action to detect changes in submodule and rebuild doc site

Whenever the main branch of the data_submission_guide gets updated we want an action to be triggered that will pull in the latest commit and rebuild the documentation site. This might be a good place to start: https://blog.marcnuri.com/triggering-github-actions-across-different-repositories
