Re-registration of the same email not getting into stage table #3

Denied registrations in the stage table prevent new ones from the email account being added to the stage table. Registration emails still sent to Admin.

Asked Jesse to get a list of denied registrations and will delete them. Or make the email field not unique in MySQL.
