Modify the "Has Location Information" facet so that `False` applies to organs that are supported by the RUI tool #1040

In the Data Ingest Board there is a column Has RUI Info where the values can be true, false, or N/A. Rather than add an N/A option in the faceted search options we want to modify the elasticsearch query so that False returns items that have an organ that is supported by the RUI location tool.

We will want to touch base with Bruce Herr (bherr@indiana.edu) and Dan Quaurooni (dequeue@iu.edu) once we have this updated as they requested this change.
