Win install #145

My commits add a new installation script for the Windows PowerShell including adaptations to the readme file with installation instructions. As a long time Windows developer I of course bring my own opinionated assumptions to the mix: If you're developing under Windows and you're still using the incredibly old and inflexible cmd.exe as a shell, you should be hung up to dry for a couple of days. PowerShell, while still inferior to a 'real' shell (like any Linux shell), is massively superior to cmd.exe in every way imaginable. I'll probably have to improve on the error handling, but on any reasonably normal setup the install should work just fine.

As discussed in #144 We are going to have a PSH install script.

@lord-executor is everything ready here? Can the script be used to update cabbage?

I updated the script with a straight forward update mechanism and added some documentation to the readme @senny everything is ready now.
