add ruby-tools to the ruby bundle #168

This PR adds the ruby-tools package to cabbage.

@jone this PR should not be merged right away. I need to test it out some more. I opened the PR so that everyone interested can try it out and report back.

@tonini @bjoernbur feel free to try this PR. I'm interested in what you think about ruby-tools.

@senny I really like the ruby-tools and I can't see a reason to not integrate it into cabbage. What's your opinion?
