Elixir bundle #216

@senny I think it's time to talk again about taking the elixir bundle into the cabbages core bundle list. :)

The two emacs packages elixir-mode and alchemist have everything you need to start hacking Elixir.

The Elixir language hit version 1.0 a few weeks ago and the Erlang community also starting to hacking with it a lot.

What do you think?

@tonini I've added you as a contributor so you have the chance to maintain the bundle directly without the hassle of pull-requests. Feel free to work directly on master.

I'm closing the issue but please make the necessary changes to make it happen.
