add a timeout variable #2

when http calls misbehave because of dns or routing, it would be good to return a response within a specific period of time.

+1 i was wondering why https://github.com/neuronets/ams was taking so long to print any message, and it was because etelemetry could not connect to the server:

Could not check for version updates:  Connection to server could not be made
