Support DO_NOT_TRACK envvar #52

If the DO_NOT_TRACK environment variable is set, etelemetry should do nothing. See https://consoledonottrack.com for more information.

I don't have an objection, but this seems to be a guy's website, and doesn't even claim much in the way of adoption. Trying a broader search, it seems there's some adoption beyond what's advertised, but many more projects that have rejected it because it's just a guy's website with no uptake from significant projects.

:shrug: There seems no harm in adoption, but it doesn't seem we'll be making life significantly easier for users than using NO_ET.
