Implemented in 3796f6b096f3dc644b0db63e627f0bc587e779fa in a manner that is working for non-full-screen windows.

It is also working for full-screen Windows the way OSVR-RenderManager implements them (as borderless windows).

Added in https://github.com/sensics/OSVR-RenderManager/pull/328 which is waiting for review before merging; this can be closed once it has been merged.
