Deal with MAINT or DRAIN servers better. #20

Backend server can be put into maintanance of drain mode administratively. So consider DRAIN servers as UP and just ignore MAINT from checks by default.

PR should be applied on top of https://github.com/sensu-plugins/sensu-plugins-haproxy/pull/19
