This adds initial AWS ElastiCache monitoring.

Important Notes

Includes a subset of metrics generated from existing elasticache redis instance I have access to.
Counter and Number metrics map to either Sum or Maximum stat, based on my interprertation of the documentation
All other metrics are treated as guages with ave,min and max statistics
Includes 1 metric threshold for cpu utilization with default value taken from AWS ElastiCache monitoring guidance

Testing

I've locally tested install using workshop environment pointing to local catalog url. The threshold logic definitely needs review and re-test.
