Create Downtime Button is Hidden if the nav bar wraps #75

Screen Shot 2013-03-08 at 11 37 55 AM Not a huge deal but if a user has their window smaller than the nav bar in the 'downtimes' page, the "Create Downtime" button is hidden.

@sniperd how does this look on mobile?

@zadunn I fixed this issue, albeit a temporary fix by just moving the button down more. This will have to do until a full responsive design is done for the nav bar, or I move the navbar into drop downs or some other way fix it (remove some?).

@portertech The mobile version does not support creating or otherwise viewing downtimes at this time, It really only supports clients, stashes and events.
