add dockerfiles and shell script for postgres #7

Owing to the complexity of building the native extensions required by the pg gem, I've implemented modified Dockerfiles and shell script for building sensu-plugins-postgres as an asset.

alpine and alpine3.8 are currently omitted because of conflicts between openssl and libressl when installing packages for postgresql-client and postgresql-dev
