Finish implementing StoreV2 seeding & remove any usage of seeding with StoreV1 #4802

Seeding in StoreV2 is near completion but is still causing build failures. We need to finish the implementation & remove any instances where we're still seeding with StoreV1.

I fixed the build issues in the seed packages in commit https://github.com/sensu/sensu-go/commit/9b5e3906fd93907e02760eccdd6cdb05b8a2368d.
