Omnibus builds for Windows should produce an artifact ready for upload to Chocolatey #223

Omnibus builds currently yield MSI artifacts which we serve via http/https from repositories.sensuapp.org. It's been suggested that we should upload Sensu builds to Chocolatey for public consumption, as this makes installation much easier for operators managing Windows systems.

@ghoneycutt can you provide some links to information on translating our MSI artifact to a Chocolatey/NuGet compatible artifact?
