Add support for Debian 8 & 9 #3

We're now shipping Sensu Go for Debian 8 and 9. We should add support for Debian 8 and 9 so that Sensu Go users can make use of this package.

@amdprophet is there a planned support for Debian 10 as well? Cannot use the sensu-plugins-ruby because there is no package for it
