Update sensu-slack-handler to use new sensu-plugins-go-library

@nikkiki @calebhailey - @sayakju and I don't have permissions to merge the changes. Can you please merge them when you have a chance so we can resolve that item? Or please let us know what the process should be.

@fguimond sure, I can go ahead and merge this. I've made an action item for the team to discuss getting y'all the proper permissions, and to organize our review process a little better for these repos.
