Install 0.4.0 by default not 0.2.6 #19

Hey @tas50 - I think we should bump the default to 0.4.0. I'm undecided on whether or not the jump from 0.2 (NodeJS backend) to 0.3+ (Go backend) warrants a major version bump in the cookbook. Any thoughts?

The 0.4.0 package wasn't up when I made this. I'll update it. The cookbook should probably get bumped up to 1.0 since it's a pretty major change.

Cool! I'll merge this in after the tests are done and release 1.0.0 of the cookbook tonight.

Whoops! I pre-emptively merged this in without checking the source. I'll bump it from 0.3.4-1 to 0.4.0 and cut the release shortly.
