For things like schools people can apply but not yet register.

[ ] Data model for application which includes multiple questions and question types
[ ] Implementation in new subdirectory (models and views)
[ ] Templates for application
[ ] Workflow on application submission (email confirmation, other?)
[ ] Add to landing page
