pull request move to done column did not trigger as expected

Per the github docs the workflow is configured correctly, but the workflow is skipped: https://github.com/senzing-factory/build-resources/actions/workflows/pr-closed-automation.yaml.

I have reverted the dependabot change to retest the flow.

Update: 1/23/24 Removing the move pr to done workflow from all repos in senzing-factory and senzing-garage, this will now be handled by the workflows managed in the project board.

Update: 1/25/24 This workflow has been enabled on the following boards:

• Factory (senzing-factory)
• Garage (senzing-garage)
• GDev (senzing-garage)
• App Server (senzing-garage)
• G2 Python (senzing-garage)
