Which issue does this address

Issue number: #133

Why was change needed

We will be removing the entity-search-web-app-console from active maintenance.

The current and previous releases of senzing/entity-search-web-app are smart enough to not enable the links and interfaces when two variables are removed from the startup yaml.

What does change improve
