Release version 0.11.0. #273

There's been no new release to rubygems.org in a little over a year now. Plus, there's been several changes to master that bumped required Gem versions including a bunch of security patches, so I think a minor version bump is desirable.

FWIW, I back created the tags for v0.10.3, v0.10.4, and v0.10.5 today. I based them off of the release dates on rubygems.org since they matched the commit date for the bumps to lib/qless/version.rb. I'll also create a tag for v0.11.0 today as well to be consistent.
