This changeset does the following:

Makes compilation on Windows possible by using the /std:c++14 flag instead of the -std:c++11 flag (closes #64)
Favors using Cython instead of pre-translated source files (closes #63 as a result)
As a happy side-effect supports Python 3.7 and later 3.8
Moves to setuptools instead of distutils (updating to something modern and maintained)
