include reclassification tab and integration of custom land cover map

There is a request from Bangladesh to use the application with their national land cover map. Could you integrate the reclassification tab and ability to use a custom land cover map into the module?

What are their expectations ? use a custom land cover map and reclassify it into the matrix that we use or make the matrix fully customizable ?

The expectation is the ability to use their national land cover map instead of a global dataset. Would you be able to make the matrix fully customizable using any legend(s)? I imagine it would be easier for you if they translate their maps to the 6 IPCC classes so the classes will match the existing matrix.

In the new GPG there is the option to specify changes within IPCC categories. With a custom map - the user should still define how the classes correspond to the IPCC categories (as sub-categories of the IPCC). If it is possible to make the matrix customizable based on a land cover map, we should do something like this.

ok so to avoid loosing the users, I decided to stick to the UNCCD Land cover classes (the 7 class of the current implementation of the tool). I've added a panel to adapt a local custom landcover map to this UNCCD mapping and then use it as custom Land Cover map.

@i-m-amit could you provide me with 2 landcover maps (GEE Images) of the same place so that I can check my implementation before releasing to prod ?

For the time being, use the following maps to test the implementation. It includes the land cover from 2015 and 2020, remapped land cover, transitions water mask and the degradation as well. users/amitghosh/sgp_landcover
