PAT: Fix NtcUserBinaryNotice implementation #92

This PR fixes equipment not being updated for other players. It addresses one item of the roadmap (https://github.com/sepalani/MH3SP/issues/44). Note to self: packet state 66320200 (AnsUserBinaryNotice) can be changed to OK (https://github.com/sepalani/MH3SP/issues/83) except for the Japanese version (which can't be tested, at the moment).

Ready to be reviewed, tested & merged.
