$SkipCertCheck option doesnt work with PS Version 5.1.14393 on Windows Server 2016 #1

Older PS Version 5.1 versions dont return data as the secure-Channel avoidance raises an exception. PS Version: 5.1.14393 OS: Windows Server 2016 Invoke-RestMethod Version 3.1.0.0
