[x] Adapt QcWarning to support checks
[x] Implement checklist system for manual curation
[x] Separate checklists in nomenclatural and genomic
[x] Implement all listed checks in app/models/name/quality_checks.rb (nil, false, true)
[x] Track curator(s)
