Add register list status: cancelled #65

Some lists may need cancelling (e.g., those exclusively composed of ICNP names), but we may not want to remove them (e.g., if mentioned in published papers). A "cancelled" status would allow purging the curators backlog without removing the lists from the permanent record.

This can produce conflicts when future validations are attempted for the same names (and pollute the record for names already validated under ICNP). Cancelling enhancement.
