api to update requestedGenomes and add requestedPipelines to Sample #318

  1. add API to update requestedGenomes for a list of samples
  2. add requestedPipelines to Sample.
    • They can be updated batch edit
    • Each genome and pipeline combination will be listed as a separate line in the pegr_run_info.txt, and the pegr config xml files will include the pipeline string if provided.
