Create Spack recipe for Wave-CLI #34

[updated] Spack is one of the most popular package managers for HPC; it can also be used on cloud and workstations.

Adding an install recipe for Wave CLI will enable low barrier availability of Wave CLI to a wider user base. (Nextflow and the other Seqera CLI tools already feature a Spack recipe).

A good reference implementation is the one for Tower CLI
