Adopt a Code of Conduct #238

While Serai exists as an apolitical amoral system, the development process does not have to be. We should have a standing rule set on the expected behavior for developer interactions.

Monero adopted C4. I'd personally look for a document with more social commentary, as this focuses on developer and maintainer responsibility.

https://github.com/bitcoin/bitcoin/ pull/26890 was introduced last week. It proposes using https://www.contributor-covenant.org/version/2/1/code_of_conduct/, which seems to properly socially comprehensive.
