Substrate reports equivocations for prevotes to the same block #539

It seems to be checking if the signatures are distinct, not the blocks, making rebooting nodes with non-deterministic signatures equivocate. This needs further review and investigation.

This is still happening. There's some non-determinism in the signature somewhere?
