Some P2P improvements #134

Some bandwidth saving in the exchange of peer lists (nodes remember which connections have been sent to which peer addresses and won't send it again)
Increase the diffusion speed of peer addresses
Gray peer list housekeeping system
Ban functionality improvements, added --ban-list option to load ban list from file
Drop peers that spam peer lists
Protocol: reject empty incoming block messages
Increase the default number of connections from 8 to 12
Removed unused code, some code clean up

It looks like the gray peer list housekeeping system will just end up with none gray peers left for every node, perhaps this part should not be merged
