feature/update PWA caching for EMR #110

Tell us about your request! We'd like to cache results from the API such that users can access the parts of the app without the pages 'loading' whilst the app refreshes the data in the background

Which app does this concern? Provider portal

What will be benefit of this feature? Users on poor internet connections will have a better user experience

Additional context Our initial set of users are in ghana. Internet capacity's terrible there
