Fix tablet input with display scaling on windows #185

Seems to mostly work but tablet input doesn't seem to be adjusted correctly for the scaled resolution. Other tools (Mischief and Medibang Paint) seem to handle this combination of resolution and tablet ok.

OS: windows 10 pro x64 Monitor: 27inch 4k running at 175% display scaling Tablet: Huion 608
