That's interesting. Can you provide the version of ansible you use and it's configuration ansible.cfg ?
The thing is: It works fine with ansible 2.3.1.0 . There is become_user used for copy module, so it's expected that the directory will be the home of serviced user and in turn .ssh should be there.
Fixed that as per your request just to avoid the issue in any case and make code more consistent.
