Update paket to address TLS deprecation #84

:wave: GitHub disabled TLS 1.0 and TLS 1.1 on February 22nd, which affected Paket and needs to be updated to 5.142 or later.

@forki Is it you, or you did a bot? If this is your bot, then you have a bug in the bot. There is no .paket/paket.bootstrapper.exe in master.
