Add create_dmtable as a tool for ctaAnalysis package #8

Currently, the calculation of dark matter spectra is based in the interpolation classes dm_flux. The spectrum created is saved into XML files.

Proposed feature: incorporate create_dmtable as a tool to create and save spectrum to fits tables using GModelSpectralTable
