Improve testing docs #6

As per @reconbot's suggestion, this is my attempt on documenting how virtual serial port tools can be used on Windows to help with developing.

Few open questions about the PR:

  1. Repo has some translation files, should those be updated too and if yes, how?
  2. Should this explanation live inside debugging or testing or have its own page, e.g. dev tools?

Feel free to suggest changes. Might be a bit busy, but I'll try to be responsive with this.

And don’t worry about the translations, we don’t have anyone translating them so I might remove them for now.

@reconbot Splitting sounded like an alright idea. Just a bit busy... had even a reminder for it 😄. But I guess it's quite good as is also.
