chart: organize, workflow and security #21

Hi

Did some restructuring on the chart, otherwise it's unreadable. Other options are there to configure the Workfloads to run in restricted environments. They are currently disabled, I can provide a follow up with working security, although the download of the velero cli on runtime is weird.

Workflow releases OCI formatted helm chart on org package registry. Provides SLSA attestation for Workflow.
